SPCA Weak Enforcement, Police Conduct Review

The State-based Society for Protection of Animals (SPCA) has been established under Section 110 of the Kerala Police Act, covering Deputy Superintendent of Police (DOP) rank officers. However, the organization lacks the necessary authority to actively investigate and prosecute complaints against these officers. The Chairman stated that the lack of enforcement powers restricts the SPCA’s ability to take corrective action. The SPCA is currently reviewing its operational framework to address this gap in enforcement.
