UN Fact-Finding Mission accuses paramilitary Rapid Support Forces of crimes against humanity . The city of el-Fasher has been under siege for more than a year and is the Sudanese army's last major foothold in Darfur . Both sides have previously denied any wrongdoing in the country's ongoing civil war .
